[Scientific instruments are China's third largest import product] Nian Fushun, chief scientist at the 41st Research Institute of China Electronics Technology Group, introduced that in 2018, the American Chemical Society's "Chemical & Engineering News" published a global instrument company ranking. Among the top 20 companies, 8 were American, 7 were from Europe, and 5 were located in Japan. No Chinese companies were listed. China is a major importer of scientific instruments and has a trade deficit in this sector. According to data from the China Instrument and Control Society, in 2016, the import value of instruments and meters was 44.96 billion USD, second only to petroleum and electronic components, making it the third largest import product. Customs data from 2018 and 2019 show that the import value of complete scientific instruments was 4 to 9 times that of exports. If the export volume were as small as a mouse, the import volume would be equivalent to a keyboard. The Department of Recognition and Inspection Supervision of the State Administration for Market Regulation conducted a survey of testing instruments at 31 provincial-level ecological environment monitoring agencies, finding that foreign equipment accounted for 86.8% of the total value.
