This includes building a precision instrument and equipment industry cluster.
The precision instrument and equipment industry cluster includes breakthroughs and industrial applications in core technologies such as sensing, measurement, control, and data acquisition in fields like industrial automation measurement and control instruments and systems, large precision scientific testing and analysis instruments, and high-end information measurement and electrical measurement instruments. It aims to create an innovation ecosystem spanning the innovation chain and industrial chain. Centered on the Pearl River Delta, it focuses on developing mid-to-high-end products, radiating and driving differentiated and orderly development in eastern and northern Guangdong, forming a regional coordinated development layout complementary in high, medium, and low ends. It aims to cultivate a number of domestically leading, dominant, and internationally influential independent brand products, basically establishing an industrial cluster with a reasonable structural layout, outstanding independent innovation capabilities, and clear advantages in key areas.

Since the reform and opening up, Guangdong's industrial economy has taken the lead, with scale and quality ranking among the top nationwide, a huge market consumption scale, and comprehensive regional innovation capability maintaining first place in the country for many years. It has formed a strong overall industrial competitive advantage but also faces difficulties and problems such as few development support points, insufficient support from emerging industries, dependence on others for key core technologies, inadequate supply of high-end products, overall low level of development carriers, and great pressure to stabilize industrial and supply chains. There is still considerable room for improvement in enhancing supply chains, industrial chains, and value chains, strengthening independent innovation capabilities, cultivating local leading enterprises and independent well-known brands, urgently requiring breakthroughs through tackling difficulties.
Global industrial development practice shows that industrial clusters are the main form of industrial modernization development, an inherent requirement to enhance regional economic competitiveness, and a main content of modern industrial system construction. Currently, Guangdong's industrial cluster development has a certain foundation. The ten strategic pillar industry clusters including new-generation electronic information, green petrochemicals, smart home appliances, automotive industry, advanced materials, modern light industry and textiles, software and information services, ultra-high-definition video display, biomedicine and health, modern agriculture and food had a combined operating income of 15 trillion yuan in 2019, with a solid development foundation and growth trend, serving as an important foundation and support for Guangdong's economy; the ten strategic emerging industry clusters including semiconductors and integrated circuits, high-end equipment manufacturing, intelligent robots, blockchain and quantum information, frontier new materials, new energy, laser and additive manufacturing, digital creativity, safety emergency and environmental protection, and precision instruments and equipment had a combined operating income of 1.5 trillion yuan in 2019, with initial agglomeration effects and huge growth potential, playing a significant leading role in Guangdong's economic development. Based on Guangdong's actual conditions, planning high starting points and steady progress to cultivate and develop strategic pillar industry clusters and strategic emerging industry clusters (referred to as "strategic industrial clusters") is of great significance for promoting the interconnection of the province's industrial chain, innovation chain, talent chain, capital chain, and policy chain, and accelerating the establishment of an internationally competitive modern industrial system.
2. Development Ideas and Basic Principles
(1) Development Ideas.
Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, implementing new development concepts, deepening supply-side structural reform, seizing the major opportunities of building the Guangdong-Hong Kong-Macao Greater Bay Area and supporting Shenzhen in building a pilot demonstration area of socialism with Chinese characteristics, focusing on innovation, strengthening main bodies, expanding openness, and promoting integration, to comprehensively upgrade industries from agglomeration development to cluster development, enhance the stability and competitiveness of industrial chains and supply chains, achieve quality, efficiency, and momentum transformation of clusters, and lay a solid foundation for the province's high-quality economic development.

Market-led, government-guided. Fully leverage the decisive role of the market in resource allocation and strengthen the dominant position of enterprises. Better utilize government functions, strengthen top-level design, optimize industrial layout, improve factor allocation efficiency, and promote coordinated development of industrial clusters.
Innovation-driven, key breakthroughs. Adhere to innovation-driven development, promote coordinated and mutually reinforcing technological innovation, industrial innovation, and institutional innovation, drive new breakthroughs in key fields and critical links, and enhance the development level of industrial clusters.
Quality first, green development. Vigorously promote a quality revolution, upgrade quality and brands to drive quality and efficiency improvement of industrial clusters, and promote overall upgrading of cluster value chains. Establish the concept of green development, strengthen the promotion and application of green technologies and processes, and build a green industrial system.

Benchmark against the best, focus on common industrial shortcomings, adopt a "one cluster, one policy" approach tailored to local conditions, promote specialized and differentiated development of industrial clusters by industry and step-by-step. 3. Development Goals
By 2025, aiming at international advanced levels, implement six major projects including "strengthening the core," "establishing pillars," "strengthening chains," "optimizing layout," "quality," and "cultivating soil," fight the battle of industrial foundation upgrading and industrial chain modernization, cultivate several globally competitive industrial clusters, and create a model of high-quality industrial development.
(1) A more complete modern industrial system. The annual growth rate of operating income of the ten strategic pillar industry clusters basically synchronizes with the province's economic and social development growth rate, becoming the basic plate and stabilizer of the province's economic and social development; the annual growth rate of operating income of the ten strategic emerging industry clusters exceeds 10%, continuously creating new economic growth points. A development pattern of industrial clusters with reasonable regional division of labor and differentiated development is basically established.
(2) Continuous deepening of supply-side structural reform. The ten strategic pillar industry clusters accelerate transformation and upgrading, the ten strategic emerging industry clusters continuously optimize and improve, and the cluster supply system better adapts to changes in social demand structure. The allocation of cluster factors such as technology, talent, capital, and land is more optimized and scientific, forming a discipline construction and talent support system matching the development of industrial clusters.

The upstream, midstream, and downstream connections and coordination of cluster industrial chains are closer, with most industrial clusters reaching international advanced levels. Regional comprehensive innovation capability continues to rank among the top in the country, effectively supporting the development needs of industrial clusters. The security and autonomy of cluster industrial chains and supply chains are comprehensively improved.
(5) Continuous progress and improvement in quality, brand, and standardization levels. The product quality level of major cluster industries reaches international advanced levels. Cultivate a batch of domestically leading cluster regional brands and world-class enterprise brands. The standard systems of each cluster are further improved and upgraded, with some advantageous and characteristic industry standards becoming global standards.
4. Development Focus
(1) Ten strategic pillar industry clusters.
1. New generation electronic information industry cluster. Focus on developing new generation communication equipment, new networks, mobile phones and new smart terminals, high-end semiconductor components, IoT sensors, and innovative applications of new generation information technology industries. Strengthen the industrial chain by addressing weaknesses, enhance the value chain with market orientation, and develop the innovation chain through core technologies to basically solve the "chip shortage and core deficiency" problem. Continue to strengthen and optimize the electronic information industry belt on the east bank of the Pearl River, promote the proactive acceptance of industrial transfer and development of supporting industries in eastern, western, and northern Guangdong. (2) Ten strategic emerging industry clusters.
1. Semiconductor and integrated circuit industry cluster. Actively develop third-generation semiconductor chips, accelerate the localization of EDA software, plan and build large-scale characteristic process production lines and advanced process production lines, and actively develop advanced packaging and testing. Focus on solving the "chip shortage and core deficiency" problem, maintain a leading position in chip design, and fill the gaps in chip manufacturing. V. Guarantee Measures

Relevant provincial departments should increase support for industrial cluster construction and formulate and issue 20 strategic industry cluster action plans respectively. Localities should strengthen organizational leadership for cluster construction, increase policy support, and promote cluster cultivation and development through provincial and municipal linkage and collaboration. Incorporate industrial cluster construction into local land and spatial planning, strengthen guarantees for land, sea, energy use, and transportation facilities. Implement special projects for industrial talent, relying on the "dual zones" to globally attract key leading talents and teams. Promote the implementation of "Guangdong Skilled Workers," "Cantonese Cuisine Masters," "Nanyue Domestic Services," and high-quality farmer training projects, and establish a closely connected vocational skills development system aligned with the high-quality development of clusters.
(4) Focus on enhancing enterprise competitiveness. Deeply implement plans for cultivating large backbone enterprises, upgrading high-tech enterprises, special cultivation projects for "specialized, refined, distinctive, and innovative" SMEs, and agricultural leading enterprise cultivation projects, to build a batch of cluster-leading enterprises, innovative enterprises, and "hidden champion" enterprises. Support social capital participation in the restructuring and reform of state-owned enterprises within clusters, support key enterprises in targeting critical links and core technologies in the industrial chain for mergers and acquisitions, accelerate the integration of key industrial chain resources, and cultivate a batch of "chain master" enterprises and ecosystem-leading enterprises. Build a new industrial ecosystem combining online and offline innovation collaboration among large, medium, and small enterprises, capacity sharing, and interconnection of industrial and supply chains. Promote the integration of cluster enterprises with information services, digital creativity, smart logistics, modern supply chains, exhibition economy, and other producer services to enhance the cluster's industrial value chain.
(5) Promote high-level open cooperation. Integrate and release supply and demand information on science, technology, and industrial cooperation in the Guangdong-Hong Kong-Macao Greater Bay Area to promote coordinated cluster development in the region. Rely on the provincial leadership's direct contact mechanism with multinational companies and international exchange platforms to build investment attraction networks and carry out investment promotion centered on industrial clusters. Actively promote international cooperation in industrial chains, support cluster enterprises in expanding markets in Europe, Japan, South Korea, Southeast Asia, and along the "Belt and Road" route, achieving diversification of origin, export markets, and asset portfolios. Encourage leading enterprises to engage in overseas mergers and acquisitions, promote the internationalization of R&D technologies, guide leading enterprises to lead upstream and downstream enterprises to "go global together," and deeply participate in global division of labor.
